A potential unspecified operating range (a) shows that the system is below official spec but still operating, and there is no assurance of a reset. A large-system IC guard-band range (b) is desirable, because it means the system is operating within valid specs. A large-power-supply guard-band range (c) is also desirable, because the system always operates in the specified region, and VCC glitches less than the guard-band range are ignored.
